Global Trends in National Cyber­security Strategies: A Guide for Strategy Development

AbstractThis article endeavours to compare national cybersecurity strategies in order to identify fundamental global tendencies that could constitute points of reference for future strategy development processes and potentially serve as role models. On the one hand, the different processes used by some countries to develop their strategy, including situational analyses, analyses of strengths, weaknesses, opportunities and threats as well as public consultation processes, are revealing. On the other hand, guiding principles, definitions, legal measures, technical and organisational measures, skills shortages, research and development, national partnerships and inter­national cooperation feature particularly frequently in strategies across regional borders. These key topics are regulated individually in respective countries, to which reference is made at appropriate points.
