A Risk- and Opportunity-Based Approach for ATHENE and its Participating Organizations
Open, internationally connected research is one of Germany's greatest strengths. At the same time, it is one of its exposures. Espionage, the leakage of dual-use knowledge, cyberattacks, and undue influence all target the very openness on which innovation and sovereignty depend. As a national research center for applied cybersecurity, ATHENE has grappled with this tension from the outset: how to protect research and the people who do it without closing the doors that make it excellent.
This best practice translates that long-standing experience into a concrete approach. At its heart is a single, proportionate decision method that weighs risk against scientific opportunity, case by case. ATHENE follows a calibrated approach — neither laissez-faire nor closure. Openness remains the default. Restriction is the justified exception. Refined across years of practice and aligned with the German and European research-security framework, it spans seven fields of action. ATHENE holds itself to this practice and sets it out here in the open, so that the standard it answers to can also serve others.

ATHENE Research and Knowledge Security Living Appendix
The Living Appendix is the continuously maintained operational register. It contains the current partner tiers, source lists, routing and contact register, maintenance log, and effectiveness dashboard. It is managed by the Chief Research Security Officer (CRSO) and updated regularly.
